焦點/胡錦濤贈兩會16字箴言 突出平等協商

【星島網訊】中共中央總書記胡錦濤13日在北京會見海基會董事長江丙坤時表示,希望海協海基兩會今後在商談中做到“平等協商、善意溝通、積累共識、務實進取”。
江丙坤以馬英九的兩岸十六字方針回應,最後提出台灣將以“和平繁榮、相互尊重、建立互信、共創榮景”做為兩岸共同的願景,開創新局面。

  《中國時報》報道,胡錦濤特別進一步詮釋上述十六字的意義,“平等協商,就是在商談中雙方要平等相待,不把自己的意志強加於對方;善意溝通,就是在商談中充分考慮對方的實際情況,多從善意的角度理解對方的想法,消除不必要的疑慮;積累共識,就是要不斷擴大共識,縮小分歧,這樣才能取得更大成果;務實進取,就是要實事求是地尋求雙方都能接受的解決辦法,真正解決問題,做到行穩致遠。


  胡錦濤說,兩岸兩會在“九二共識”基礎上復談並取得實際成果,標誌著新形勢下兩岸關係改善和發展有了良好開端,表明雙方有智慧有能力通過協商談判解決有關問題。
兩岸目前比以往任何時候都更有條件攜手合作、共同發展。
協商談判是實現兩岸關係和平發展的必由之路。

  江丙坤則說,台灣政治形勢發生變化,兩岸有必要根據1992年達成的共識,儘快恢復協商。
兩會為此互致函電,構成恢復商談的基礎。
兩會恢復協商並就兩岸週末包機和大陸居民赴臺旅遊兩項議題達成協定,為兩岸交流寫下歷史新頁。

  他說,兩岸民眾同屬中華民族,相信通過兩岸雙方共同努力,兩岸關係必然可以重新出發,步入合作雙贏的良性迴圈。
兩岸經濟要持續發展,今後應推動兩岸經濟整合,實現互補雙贏的目標。

  江丙坤表示,兩岸關係走走停停,癥結在雙方互信基礎不夠。
如今兩岸領導人都願意客觀看待歷史遺留下來的問題,從務實出發,“正視現實、開創未來、擱置爭議、追求雙贏”,推進兩岸良性互動。
在這個理念下,互惠雙贏的成效將會不斷地開花結果,互信基礎也會逐步累積。

  江丙坤說,過去幾年以來,兩岸關係起起伏伏,雖經各方努力,卻未能促成兩岸有效的對話與協商。
由於今年情勢轉變,海基會于5月26日提議希望在“九二共識”的基礎上,儘速恢復兩岸兩會的協商,稍後也獲得大陸海協會的正面響應,並獲邀請來訪,開創了雙方重啟制度化協商的契機。

  江丙坤最後也強調,台灣將以“和平繁榮、相互尊重、建立互信、共創榮景”做為兩岸共同的願景,相信今後透過兩岸領導人的智慧與決心,以及雙方共同努力,兩岸關係必然可以重新出發,步入合作雙贏的良性迴圈,開創另一個嶄新的局面。

  同時,兩岸兩會能夠復談,則是本世紀兩岸關係發展的重要里程碑,會談簽署了攸關兩岸民眾權益的兩項協議,並達成若干共識,既符合兩岸人民及國際社會對恢復對話的高度期待,對緩和區域緊張也具有重要意義。

  胡錦濤則強調,應該緊緊抓住和切實用好兩岸關係發展面臨的難得歷史機遇,珍惜和維護兩會交往商談的政治基礎,積極務實地解決存在問題,努力開創兩岸關係和平發展新局面,共同為實現中華民族偉大復興而奮鬥。

  胡錦濤說,兩項協議的實施,有利於增進兩岸同胞往來和交流,有利於于推動兩岸直接三通,有利於擴大兩岸互利合作。
“建立互信、擱置爭議、求同存異、共創雙贏”的主張,已經得到兩岸雙方的認同,兩岸應該把這一精神貫徹于兩會商談之中。

  1998年10月18日,中共前總書記江澤民即曾在“釣魚臺國賓館”四季廳會見海基會董事長辜振甫,經過近十年後,兩岸兩會復談,中共總書記胡錦濤在釣魚臺國賓館同一場地接見海基會新任董事長江丙坤,象徵兩岸復談具有承先啟後的意義。

胡錦濤向全國青年提出四點希望

【星島網訊】中共中央總書記、中國國家主席、中央軍委主席胡錦濤14日上午在中南海向青年提出了要堅定理想信念、要勤奮刻苦學習、要勇於艱苦創業、要培養高尚品德的四點希望;對共青團幹部提出政治要過硬、作風要紮實、自律要嚴格的三點要求。

  據新華網報道,胡錦濤是在與同中國共青團中央新一屆領導班子成員和團十六大部分座談時作如上表示的。
中共中央政治局常委李長春,中共中央政治局常委、中央書記處書記、國家副主席習近平出席了座談會。

  胡錦濤高度評價了青年在中國革命、建設、改革的偉大進程中創造的輝煌業績。
胡錦濤特別指出,在最近的抗震救災鬥爭中,廣大青年表現出頑強的奮鬥意志和崇高的奉獻精神,涌現出許多可歌可泣的感人事跡,為奪取抗震救災鬥爭勝利作出了重要貢獻。
實踐充分證明,在改革開放偉大進程中成長起來的當代中國青年是值得信賴的,是能擔當重任的。

  胡錦濤在座談會向全國廣大青年提出四點希望:一是要堅定理想信念。
廣大青年要認真學習馬克思列寧主義、毛澤東思想、鄧小平理論和“三個代表”重要思想,認真學習科學發展觀,深刻理解中國特色社會主義理論體系,努力用馬克思主義中國化最新成果武裝頭腦,確立起正確的世界觀、人生觀、價值觀;二是要勤奮刻苦學習。
廣大青年要在學習上下更大的氣力,要努力打牢知識基礎,要努力拓展世界眼光,要努力參加社會實踐,把“讀萬卷書”與“行萬里路”結合起來,真正成為既學識廣博又能幹實事的新一代建設人才。

  三是要勇於艱苦創業。
廣大青年要煥發創業熱情和創造活力,在改革開放和社會主義現代化建設中建功立業;四是要培養高尚品德。
廣大青年要緊緊圍繞建設社會主義核心價值體系,積極參與和諧文化建設,要自覺傳承中華民族傳統美德,使中華文化的優秀傳統代代相傳,使黨和人民在長期奮鬥中形成的光榮傳統薪火永續。

  胡錦濤強調,在現階段,党需要共青團更好地團結帶領廣大團員青年,各級團組織一定要發揚“党有號召、團有行動”的優良傳統,把廣大青年緊緊團結在党的周圍,為實現党的任務努力奮鬥,保證党的事業興旺發達、後繼有人。

  胡錦濤對團幹部提出三點要求:一是政治上要過硬;二是作風上要紮實;三是自律上要嚴格,著力加強自身修養,從嚴要求,防微杜漸,經得住誘惑,管得住小節,切實走好人生的每一步。

  座談會前,胡錦濤等中國中央領導同志來到代表們中間,同他們一一握手、交談。
馬曉燕代表是四川省北川羌族自治縣團委書記,這次大地震發生後,她強忍失去親人的悲痛,組織團員青年營救被困人員,夜以繼日地轉移災民。
胡錦濤動情地對她說,你在這次抗震救災中表現得非常突出。

Virginity pledges do deter some teens from having sex, according to a study by the RAND Corp. that surveyed teen virgins over three years to see whether they stayed that way.
Of 1,517 adolescents ages 12 to 17 in 2001 when the research began, teenagers who vowed to remain virgins until they were married were less likely to be sexually active than others who didn't make a pledge.

About one-quarter of the adolescents surveyed (23.8%) made a promise to wait until marriage to have sex; 34% had broken it by 2004, compared with 42% of those who didn't make the pledge and had sex during that time.

Those who pledged and those who didn't had similar responses in the telephone survey on questions about their parents' disapproval of sex, their self-esteem, their perceived peer approval of sex and their parental monitoring, among others.

Among those already inclined to delay sexual activity, the pledge may have served as extra protection, says RAND psychologist Steven Martino of Pittsburgh, the study's lead author.


"If it's your intention as a teen to not have sex, it's perhaps a good idea to make a pledge because you're more likely to delay sex if you do so and not more likely to engage in other sexual behaviors as a substitute," he says.

"But that's not to say virginity pledges should substitute for comprehensive sex education, because a majority of teens do have sex, and even among teens who take virginity pledges, many of them have sex," Martino says.

Valerie Huber, executive director of the National Abstinence Education Association, which supports abstinence-only sex education, disagrees.

"A lot of people would say a virginity pledge is an equivalent to an abstinence education program. It's certainly not," she says. "It's a single event with a personal commitment, but there's often not follow-up.

"We think abstinence education is a natural reinforcement of this personal decision they have made."

The new analysis, published online in the Journal of Adolescent Health in advance of print publication in September, is the latest attempt to determine whether virginity pledges are effective. Some studies suggest they do help postpone first-time sex among teens, and other research suggests they don't. Also, there are questions about how truthful teens are when answering questions about sex.

"There is conflicting data on the worth" of pledges, Martino says.

He says his research took into account characteristics shared between those who made the pledge and those who didn't, so the major difference between them was taking the pledge.

Although virginity pledges appear to make a difference for some teens, Martino says, they probably don't do the same for adolescents overall.

Past research has found that 23% of teenage girls and 16% of boys have made a virginity pledge.

WASHINGTON — Democrats say the nation should be ashamed of its ban on gays serving openly in the military. It discourages qualified people from joining the ranks at a time when the armed forces are stretched by two wars, they say, and is degrading to those willing to serve their country.
So what have the Democrats done about it? Nothing, really.

Since taking control of Congress in January 2007, Democrats have not convened hearings on the matter or taken up legislation that would let gays serve openly, although most party members favor repealing the prohibition. Instead, Democrats have focused their efforts on bringing troops home from Iraq and other issues that have broad appeal among voters, such as lowering gas prices.

In a recent interview with The Advocate, a gay newsmagazine, Democrat Barack Obama stopped short of promising to lead the way for change, saying only that he can "reasonably see" a repeal of the current ban if elected president.

Indeed, the gays-in-the-military issue has slid from being a top campaign pledge of President Clinton's to a footnote on the Democratic agenda even as some of its staunchest opponents soften their rhetoric and acknowledge that the nation's attitudes are changing.

"Politics is often driven by risk aversion and fear and that's big," said Nathaniel Frank, a senior research fellow at The Michael D. Palm Center in Santa Barbara, Calif., who supports eliminating the ban. "There are people who don't want to be out front on this."

The reluctance is in large part a result of Clinton's painful experience. As one of his first acts as president, Clinton sought to make good on his 1992 campaign pledge to open the military to gays. His effort to change the law eventually gave way to the current "don't ask, don't tell" policy — but not before debate on the issue divided his party, awakened a fierce social conservative movement and helped GOP critics cast Clinton as a social liberal who was woefully out of touch with the military.

"Don't ask, don't tell" is intended to keep the military from asking recruits their sexual orientation. In turn, service members can't say they are gay or bisexual, engage in homosexual activity or marry a member of the same sex.
